I know their is no specific answer to this question. However, does anyone having experience in graduate computer science programs or anyone at all have any idea how long it takes to get a Phd in computer science. I know it usually takes ATLEAST 5 years (after bachelors) to get a Phd in most fields. what about computer science? more or less? Is 5 years a minimum?? what if someone already has a masters degree?

It usually takes on average 5-6 years if you go directly to grad school with just a bachelor.
If you have a master degree it will take on average 3-4 years.
All this depends heavily on your adviser. Some advisers want to keep their grad students as long as possible (cheap labor). While other advisers want to graduate as many grad students as possible.
My best advise to you is not just to talk to the adviser but talk to the students in his group. The current students will tell you the truth.
Maxwell is correct. You should take a look at http://graduate-school.phds.org/phd/computer-science and look at the data for individual schools. They have the average time to completion.
At some places, such as UT Austin, having an MS does not really give you an advantage because you still have to take all their classes.
