First, while tecnically your applying as a transfer, your not, your still considered a freshman applicant- youll need to send in an act/sat score as well as high school stuff. That may be the difference. Your new college gpa wont look very good- given UCSB is a lot easier than USC. So, what may save you right now is the high school info (usually that hurts). Its a toss up. My initial thoughts would be no, but a higher act score may help overcome the pretty bad undergrad gpa transfer. (And dont forget, they wont see your winter term grades).
Info from USC Transfer section:
# There is no minimum number of transfer units you must complete before applying for admission. However, if you have completed fewer than 30 units, we will focus primarily on your high school record and results from the SAT or ACT.
